Simon Says Doom was never made. You can find some of the audio recordings which were done for the episode, but it was in process when the show was cancelled.

The basic premise of this episode was that Zim was volunteering at an after-school program with orphans, and he sought to utilize the awesome power of 'Simon Says' to unleash the orphan wrath upon the world. Dib volunteers too so he can figure out what Zim is up to and he ends up having to stop the children in their reign of terror.
